Do the buyer and seller need to be present at the RTA during the transfer of ownership? For registration, both the buyer and seller need to be present. For export and Heyaza, only the seller's presence is required. If Power of Attorney (POA) is signed for the buyer or seller, only POA will be required to be present from that side.
